"The Investment Imperative"

In today's global economic crisis, significant new infrastructure investment and productivity growth are the keys to future prosperity. And modern, world leading telecommunications infrastructure is a "must have" component. This will require policy settings fit for the times. Settings that encourage investment in the critical networks that sit at the heart of a high speed, connected world. It is time to leave behind us the old-world, head-in-the-sand attitudes and the constant bickering that have plagued the telecommunications policy debate in this country for too long. Telstra is committed to working constructively with all stakeholders to deliver the investment outcomes that Australia critically needs in these difficult times.
David Quilty was appointed to Group Managing Director, Public Policy and Communications on 1 September 2008.
Most recently David held the position of Director of Government Relations and headed up a team responsible for representing Telstra’s policy and political interests with Federal and State Governments.
David joined Telstra in January 2006 when he was recruited to the company as General Manager, Government Relations.
Before joining Telstra, David worked as a Senior Adviser in the Cabinet Policy Unit from September 2003 to December 2005.
David was Chief of Staff to the Minister for Communications, Information Technology and the Arts from May 1997 to September 2003.
Prior to that, David worked in a number of political advisory roles, including a position of Senior Adviser to the Prime Minister and an Adviser to the Leader of the Opposition.
David holds a Bachelor of Arts and a Graduate Diploma in Industrial Relations.
